WASREB appoints Leparan Tialal as new CEO

The Water Services Regulatory Board (WASREB) has appointed Leparan Tialal as its Chief Executive Officer (CEO). Mr. Leparan is a seasoned Corporate Performance and Human Resource leader with 25 years of professional experience, including over a decade in senior management within Kenya’s public sector.
WASREB said Leparan brings extensive expertise in strategic leadership, performance management, human resource management, governance, institutional transformation, and stakeholder engagement, with a strong track record of aligning people, policy and performance to deliver sustainable organisational results.
Leparan is a PhD Candidate in Leadership and Governance , holds an MBA in Strategic Management and a Bachelor of Commerce in Business Administration. He is a Certified Human Resource Professional, Licensed HR Practitioner and Member of IHRM-K, Certified Pensions Trustee, and Certified QMS Auditor.
WASREB is Kenya’s independent regulator for the water and sanitation sector. Its main role is to regulate water service providers and protect consumers by ensuring that water and sanitation services are provided efficiently, affordably and to the required standards.
It licenses and regulates water service providers, sets and monitors standards for service delivery, and approves or regulates water tariffs. It also monitors the performance of water companies, including their financial sustainability, reliability of water supply, quality of service and responsiveness to customers.
In addition, WASREB handles consumer protection by setting rules around issues such as billing, complaints and service interruptions. It also publishes sector performance data, which allows the government, investors and the public to assess how individual water utilities are performing.
