Sanitation KPIs strengthen accountability in water Sector

The water sector is strengthening the way sanitation services are monitored and evaluated through a national framework designed to provide a consistent approach to measuring performance across counties and water service providers.
The Water Services Regulatory Board (WASREB) Sanitation Services Key Performance Indicators (KPIs) Framework provides a structured system for tracking progress and assessing the delivery of sanitation services across the country.
The framework is designed to align sanitation performance monitoring with constitutional requirements as well as existing monitoring mechanisms at the global, regional, national and sector levels. This alignment is intended to promote consistency in reporting while improving transparency and accountability within the sanitation subsector.
Under the framework, counties and Water Service Providers (WSPs) are expected to report against a set of core indicators. These indicators provide a common basis for assessing sanitation performance and allow information from different areas to be monitored using a more consistent approach.
However, counties are not limited to the national indicators. County governments can introduce additional performance measures that respond to their specific circumstances and sanitation needs.
Such locally developed indicators may take into account county-level policies and legislation, development priorities, available financial and technical resources, as well as the capacity of service providers to deliver sanitation services.
This flexibility allows counties to complement the national monitoring framework with information that reflects challenges and priorities within their respective jurisdictions.
The use of clearly defined performance indicators is expected to strengthen accountability across the sanitation service delivery chain. By tracking measurable aspects of service provision, stakeholders can better identify areas requiring improvement and monitor progress over time.
The framework can also support more informed planning and investment decisions. Reliable performance data provides counties, service providers and other sector stakeholders with evidence that can be used to identify priority areas and determine where resources are most needed.
Transparency is another key benefit of the approach. Consistent reporting at water service provider, county and national levels can provide a clearer picture of sanitation performance and help stakeholders understand how services are progressing.
Overall, the framework provides a common foundation for measuring sanitation performance while allowing counties to account for their unique circumstances. Its implementation is expected to contribute to stronger oversight, better planning and more accountable sanitation service delivery across the country.
